, According to old Irish folklore, St. Brigid struck a deal with St. Patrick allowing women to propose to men every four years on leap day. Of course this is 2016 so women can propose any day they want, but back then, it was thought to have been introduced to balance the traditional roles of men and women, in the same way that leap day balances out the calendar.
